validateECIDChange

void validateECIDChange(SecsFormat ecid,
                        SecsFormat from,
                        SecsFormat to)
                 throws InvalidECIDChangeException

Validate the proposed change of the ECID. If the change is not acceptable then this method should throw the InvalidECIDChangeException with the errorCode being the reason for why the change is not acceptable. The reason codes are defined in the defining of the EAC data type. Values must be between 1 and 63, it is an error to provide a value outside of that range. Similarly, error code 1 will normally be handled internally, and if this method is called the ECID exists.
